Wonder what you think is wrong with a relay based tuner.  Most current 100W
class autotuners use the technique.  The auto tuner in my old IC781 used
motor driven rotary components.  Might have been quieter, but the thing was
practically speaking a real piece of junk, that had very little in the way
of matching range, and had to be factory repaired multiple times.
