So the proposal, if it is made to the FCC, will not be 'narrow band', 
it will be 'necessary bandwidth'. Since W9FCX  and I operate CW at 70 
wpm, with the change to 'necessary bandwidth' we will be perfectly 
legal in occupying about 250 hz instead of the previously proposed CW 
occupied bandwidth of 200 hz.

And by the way, the ARRL OPPOSED eliminating the code requirement for 
test! And Carl is correct, CW is not going away, just the requirement 
for individual to be tested for morse code knowledge. It is really a 
tough call...I don't operate satellite, but I get to be tested about 
it on an exam. It is just not possible to satisfy everyone. And I 
agree with Carl, those who choose to not learn to operate CW will be 
missing a heck of a lot of fun.
