[TenTec] Astron RS-35M and Omni VI

I have seen some linear regulators that specify a 
small minimum load for stable operation. Usually
these are low drop-out types, however. I have an 
RS-35 here, but I have never noticed any 
problems like that. Maybe it is as N4PY suggests,
a bleeder.
