Lee,
Unfortunately my knob isn't the configuration you describe below in that the
skirt doesn't turn. It's anchored (or molded at three points) to the inside
surface of the knob and is held on to the 1/4 inch shaft by one set screw.
It's possible I don't have the latest version of the knob assembly on this
unit which I purchased as reconditioned equipment from TT recently.
It was worth a try. Still a good radio.

Hello Charles - Slide the rubber part of the tuning knob off - This
exposes 2 set screws that must be removed with an allen wrench - remove
the knob and look at the back - It becomes self-explanatory - Basically
you hold the skirt of the knob while turning the main knob - this
changes the drag placed against the panel - a quick shot of "tri-flow"
may be needed on the encoder shaft
