Al, there is a good chance a wire in a bead of RTV will be so close to the 
building as to be detuned by the capacitance to metal frame.

You may do better with a wire on standoffs 5 inches or more from the 
building.  We tried this for Red Cross and it would have worked except for a 
metal roof edging at the place of attaching the standoffs.  The standoffs 
were electric fence wiring standoffs from Home Depot fence dept.

The indoor magnetic loop, especially one he could put in the middle of the 
room while operating might be less detuned and with its tuner more of use in 
such an application.  Magnetic antennas such as the loop won't be coupling 
the same to building frame, or can be oriented for minimum coupling over 
what would be possible with a wire parallel to building side.

Check out the new MFJ loop tuners used with a soft flex wire loop, or copper 
tubing.
