Put up a 33 ft aluminum flagpole and shunt feed the critter.  Run an 
underground conduit out to provide a light at night to be in compliance with 
US Flag etiquette and while you're at it, pull in a piece of RG-8.

I bet they best not object to flying the American flag or the HOA better be 
prepared to take on the US Supreme Court.
