Method 1, simplest:

1 eA frequency counter with resolution and accuracy down to about 10 Hz 
at 9 MHz.
1 eA high impedance probe
1 eA insulated trimmer capacitor adjustment tool

Method 2, if you don't have access to the frequency counter, but more 
difficult:

1 eA general coverage receiver that can listen to 9.000 MHz and 9.003 
MHz. Doesn't even need to have a BFO.
1 eA 100 kHz crystal calibrator that will generate harmonics up to 9 or 
10 MHz (10 MHz so you can calibrate the calibrator against 10 MHz WWV)
1 eA computer with sound card and program that can accurately tell you 
the beat frequency between 9.003 MHz and 90th harmonic of 100 kHz.
1 eA high impedance probe
1 eA insulated trimmer capacitor adjustment tool

You can build the probe from a small capacitor and a resistor, or you 
may even get enough signal with a little pick up loop on the end of a 
piece of coax. Even a plain screwdriver will do, but will require more 
patience and finesse.
