Your thinking is correct, apart from those 40 W being actually 36 W (60 
% of the
forward power).

The technical fact is that the only difference between a TenTec TX and, 
say,
a Kenwood TX is lack of circuitry which reduces the power with high SWR.

The TenTec TX itself is in no way more capable, or more robust, or more 
magical,
or anything else.
In fact, it has one safety feature less.

Inconvenience of TX power reduction with high SWR is of the the same
nature as the inconvenience of using seat belts in our cars.
It may be inconveniet at times, but it's safe.
