[TenTec] Triton IV ng Tuning Dial skirt adjustment question

I own a Triton IV with tuning dial skirt indicating slightly off frequency.
I thought these skirts were just a friction fit, at least with a later date

that was the case.  With this one, the skirt won't move at all.  Anyone have
info about adjusting the dial skirt of a Triton IV?
