[TenTec] power problem on 0mni six

My guess is that the overcurrent trip is too sensitive and that the PA 
bias in the radio takes longer than ten minutes to discharge, so that 
immediate restart lets the PA transistors draw too much current while 
charging the filter capacitors in the radio.
