This isn't rocket science guys.  You want each radial tuned for 2 bands use 
traps.

NEC states 15 ohms or les for a good ground resistance. It also says you need to 
drive a ground rod every 8 feet and tie it you antenna to electrical ground for 
residential. I say less than 1 ohm is best when measured from a point of 
interest.  If you measure it using welding cable your reading is as good as your 
point of reference.  Your point of reference is either a well casing or fire 
hydrant matter line.

Many people will argue these point because of lightning issues and all are good 
points. Most of this references industrial standards for commercial and not 
residential.  Consult with your local city engineer electrical inspection and 
see what they will approve.
