Yeah, but 1000 watts to an antenna with 8 db gain is the equivalent 6300 watts to an antenna with 8 db less gain (be careful whether you're comparing to a dipole or an isotropic).
I've got 2 to 3 times the investment in a modest antenna over the rest of my station. Modest is a Mosley Pro 96 at 100' along with 6 & 2 M beams. The rest of the station is an Orion II, an Omni VII and a 6N2 plus 2 Herc II and a Titan.
It really doesn't matter, though. The beauty of ham radio is our diversity. Some guys love QRO, some love QRP and there are a whole bunch in the middle. The bunch in the middle are probably the most sane, but I just can't see joining them. My choice.
Do what you like. That's what it's all about. There doesn't have to be a ''right' or a 'wrong'. Just get on the air.

However, at my last QTH, the HOA prevented me from having a decent antenna. All I could do was a dipole in the attic, and occasionally a screwdriver antenna I'd sneak out to the back yard after dark. With 100 watts (and probably 10 dB loss due to the metal in the attic), I didn't have a very good success ratio. With 300 to 400 watts, it was better, but receive was still tough.
If you're not restricted by rules, my guess would be about half the budget for the rig, half for the antenna, plus or minus, depending on the used market.

My personal opinion lies with, you get more bang for your buck with antennas, not buying amplifiers....I've never owned one, never will. I need about 300 to finish my fourth time all USA counties, all CW.
