Scott, we call them "Linear" amplifiers for a reason.
If 10w will give you 100, then 2w has to give you 20w.
Your finals are not functioning correctly either.

The O'scope is a great idea.
It should enable you to quickly identify which stage is not doing its job.

The power supply is a 32 amp switching supply...meter on the amp is pretty
steady at 13.8 but note my digital meter is a bit off...perhaps by a half
volt or so.

given that the LLD is now connected essentially to the output of the rig
bypassing the PA completely, it would seem the LLD is not doing its
thing..yet, I have replaced pretty much all I could and no change...unless
its some stupid little resistor or something...

It would seem to me that if I was getting up to 2-4 watts out with the PA on
and tweaked, it was doing something...but only serving to amplify what
little it rec from the LLD (or previous stage)...the stage before the LLD is
the TX mixer...what power level should be generated out of it?

Time to get trained up on the osc that hase been sitting around collecting
dust!
