The problem may be in one or more bandswitch wafers.
As these rigs get older, the bandswitches can get intermittmet.

Try the VFO In/out jumper on thke rear as another poster has mentioned.

If that simple thing doesn't solve the problem, wiggle the bandswitch or switch it rapidly back and forth.
As was mentioned, one or more of the oscillator signals is not getting to the counter.
You may begin to notice that the counter works OK on some bands and not on others.

You can spray the wafers thru access holes on each with electrical contact cleaner.
Ten-Tec put a more or less permanent lubricant on these switches, warning users against such cleaning. 
However, after nearly 40 years such lubricant is long gone.

If none of the above work, you'll have to use a counter or a scope to trace each oscillator signal.

I have a Triton IV Digital that has a display not working correctly, or 
not at all depending on your viewpoint.  Is this radio now a parts 
source or has anyone had any success repairing the display? It currently 
only displays 1.000 and 9.000 depending on band and frequency settings.
