I think this was also a scam.  Notice the poor grammar in the message. 
Paypal would never do that.

The best thing to do is never answer an email like this.  Instead, log 
onto your account and see how everything looks there.

I've been using Paypal since 2001 for my N4PY Software business and 
never had any problems whatsoever.
