[TenTec] Orion 565 VFO ENCODER REPLACEMENT

The easiest solution, assuming the encoder itself is definitely bad, is to
obtain a used encoder from a parted out Orion.  I just haven't heard a
single definitive report of an alternate part that both works electrically
and fits the Orion mounting bracket.
