If you don’t have a ‘scope, a RF probe would be the next best thing. Lacking, that a short hunk of wire into a second receiver should sniff enough rf that you should be able to hear any increase in signal.

But that being said, probe the base of the finals/drivers and see if there is RF 
Is the PA drawing current but no RF?
You do have the Drive up all the way? 

Make sure you have the “T” voltages and bias to the PA
