Thanks for your input.

I scoped the rf output from the mixer, nothing shown, so the fault would 
appear to be on that board.

Took the board out, detoxit all the pins on the multitude of connectors, 
looked for dry joints, found D1-2 shorted, (1n4148's) so i replaced the 
other 2 whilst i was in there.

Refitted mixer back into the radio but no change, never expected to find 
the fault that easily hi hi.

I have TX volts going to the PA but NO current drawn and 13+ volts on 
the PA board, one thing i did notice was the alc led was lit every time 
i put the radio into tune, adjusting the drive pot didn't alter that at 
all, could that have anything to do with it?.

If you don’t have a ‘scope, a RF probe would be the next best thing. 
Lacking, that a short hunk of wire into a second receiver should sniff 
enough rf that you should be able to hear any increase in signal.
But that being said, probe the base of the finals/drivers and see if 
there is RF
Is the PA drawing current but no RF?
You do have the Drive up all the way?
Make sure you have the “T” voltages and bias to the PA

Hi all
Some progress on the above radio, voltages are very close to what the
manual states, but still no TX.
What should i see from the mixer board RF connector, i dont appear to
see output drive on my Fluke meter feeding the RF amp?.
Found a leaky cap on the control board, all changed for the next range
higher working and 105 degree working types.
Also found a mini relay 'hot melt glued' to a board, this had 2 x TX
voltages wires (yellow) attached, or should have been, the soldering had
not been done and the wires had broken free from the pins on the relay,
the control wire was also soldered to the TX line, so cant see what it
was supposed to do, i removed it and re-instated the wires correctly,
unfortunately that didn't help the lack of TX.
