[TenTec] Omni VI Plus Cat control update

All,
As I suspected, a reboot of the PC resulted in the same problem I had
with flrig initially (very sluggish T/R sequencing and sometimes a
program hang leaving the Omni in transmit). Perhaps if I were
interfacing the Omni with a standard serial port and only had the
Winkeyer FTDI dongle, this would be a non-issue.
However, I am able to use two FTDI adapters, one for the Omni VI Plus
interface and the other for a Winkeyer, with the following applications:
* WSJT-X utilizing hamlib
* Fldigi utilizing hamlib
* DX Commander
* N3JFP Amateur Contact Log
I'll use as is for a week or so before trying anything else.
