TopBand: New Callsigns

You guys need to get into the newsgroups to find out what's going
on! At least read rec.radio.info (moderated so no junk); ARRL and
FCC bulletins are posted on there.

The time of arrival on a particular day has no bearing on priority.
If your app arrives at 0001 and someone elses arrives at 2359 *on
the same day* you won't necessarily be awarded your choice before
the other fellow.
