TopBand: RAC/SPDC 160 conflict

As many of you know, both the RAC Winter Contest is on at the same time
as the Stew Perry. This certainly can be confusing on 160 CW.

What I do (and have heard others doing) is send a combination exchange
(599 AB DO20) and let the other station take their pick.
