Yes, the resistor is what makes the antenna unidirectional , among other
things.

If you short out the resistor, at 1.83 mHz the pattern will be slightly
oval in shape, with zero front-to-back and about 3.5 dB down off the
sides and the feedpoint Z will be about 2.7 - j1725 ohms.

If you open the resistor, at 1.83 mHz the pattern will be perfectly
circular and the feedpoint Z will be about 1.0 + j520 ohms.


"I really like this flag however I'd like to get it as high as I can. 
Maybe it's supposed to be close to the ground but that idea is even worse
as I don't have the room."

Putting it up higher buys you hardly anything, really.
