TopBand: CQ 160 Rules

In regards to 160M contest hours, to really level the playing field, why
not look to the idea used in the Stew Perry DX Challange. I believe that
the use of a finite number of darkness hours, in the case of the CQ
160M test over a two day period, is a better way to go. 

In regard to the exchange, if a meaningful exchange is desired,  why not
use a station's Grid Square. Again, it was very successful in past Stew
Perry DX Challanges. It should also work very well in other 160M Contests.

Finally, should I even suggest that Packet NOT be used at all by
CQ 160M Contest competitors?  If someone is interested in chasing new
countries use Packet... but if you submit your log, have it used only as a
>check log. The CQWW log checking software now appears to be able to catch
a pattern of 'single op' stations using Packet to cheat. Could it also be
used of 160M? Maybe...maybe not.  Anyway, its another idea to chew on and
discuss before the new rules are cast in concrete.
