Ted,
I'm using almost the same system,I have TH6DXX and A3WS on the top.
I used to have the same problem as you had.  I suppose the tower is too short.
Mine is 18 m and in the case of 80 m it's working OK but for 160m you had
to add additional wire connected directly to a tower.
I'm using about 35 meters wire and by changing its length and an angle to
Sloper you can lower SWR to 1:1.
In my case an angle is 100 deg.
