The latest info I have is the ITU's 1995 Table of Frequency Allocations. 
According to it, there is no amateur frequency allocation below 1800 kHz.
 The ITU table specifies the following 160-meter frequencies as allocated
to the Amateur Service:

Region 1: 1810 - 1850 kHz
Region 2: 1800 - 2000 kHz
Region 3: 1800 - 2000 kHz
