Topband: Hybrid Coupler

I'm generally speaking with no references to ON4UN book or his specific
project.
The hybrid couplers I know (and the magic Tee derivations) are broadband
directional couplers where phase between ports can't be anything else than 0
or 180 degrees.
The extra part, L and C, in the project you mention may have the function to
further shift the phase to desired values and or to match impedances.
Inherently, L and C are reactive components and this part is not surely a
broadband circuit.
