Before doing anything that changes the basic character of the CQ WW 160,
there is a much simpler "playing field leveler" that could be adopted.  This
has been "beat to death" in the past, but I can't help mentioning it again.
The contest should be a multiple of 24 hours - either 24 hours, or 48 hours.
Anything else favors one part of the world and discriminates against other
parts of the world.  The current rules favor North America and "punish"
other parts of the world.  In the Middle East and Eastern Europe, we lose an
entire evening of darkness because of this.  So, the idea, is, (1)
recognition that an unfair situation exists that is easily rectified by
simply changing the start and stop times of the contest. (2) Do IT!!   (3)
After doing the easy things, consider more involved "levelers".
