Phil, I'm not any kind of expert, and my advice is anecdotal, primarily, but
I'd say if you can only put up a few radials, make them elevated if at all
possible! Even if they're only 8 feet or so, they will work much better than
on the ground. Also, you may want to consult some of the antenna books, and
ON4UN's book on Top Band and follow their guidelines on employing the
radials. Some people make the radiator 3/8 wave, to raise the current point
higher, for instance Good luck!
