If you have a ground-mounted radial system, then the shield of the coax
should be connected to it.  If you move the feedpoint up the vertical by any
amount, the shield is no longer at ground potential and will be hot.  I
suppose a 1:1 choke balun could decouple the feedline at that point.  This
still leaves you with a mechanical mounting, matching and connecting problem
you don't have at ground level.
