I've found the best way to repair common coax with the typical PVC jacket is to use hardware store PVC pipe cement. Use the clear stuff and paint on a couple coats. It will adhear to the PVC jacket and make the patch waterproof. The glue is sensitive to UV, so warp it with electricians tape after it dries. I've had coax buried for years with this type of patch without a problem.
 
Don't try this with jackets that are not PVC. Plenum rated coax cables are sometimes polyethelyne material and the PVC cement won't stick to it. Likewise the teflon dielectric cables.
