Topband: Stew Perry SW Cabrillo-Log Creation Problems

I accessed => http://www.jzap.com/k7rat/stew.html and downloaded
software called  ==> INSTEW.EXE - A program that allows you to
quickly enter the callsigns and received grids from a Stew Perry
paper Log and create a Cabrillo file. "

After checking the SW for virus-problems (it was clean), it
failed immediately after starting due to a "stub error" caused by
file rte.exe not being found. Have any of you experienced this
problem and, if so, how did you fix it?
