Topband: Radiolocation back?

Last night I noticed a strong carrier on 1948 kHz.  It is modulated with a 
rough sounding tone, approx 50~.  It stayed on for hours.  Noticed it again 
tonight.  This is near the spot where the last audible radiolocation signal 
was heard before it went silent over a year ago.

I had pretty much assumed that 160m radiolocation had succumbed to the GPS 
satellite system.  This signal sounds different from previously heard 
beacons, so I am wondering if someone is trying out some new system.
