I don't think the KZ3K method does anything to keep the currents on the 
two verticals equal.

A better approach is to look at the W1MK method for achieving an 
arbitrary phase shift and current splitting.  See chapter 11, section 
3.4.5.2 of the new (2005) ON4UN Low Band DXing book.  Robye's Dayton 
presentation on this used to be at http://www.kkn.net/dayton2005, but 
this link seems dead at the moment.
