May I respectfully disagree.  Eric Gustafson, N7CL,  did indeed make 
such measurements and took a great deal of data.  That his 
conclusions agree with your anecdotal evidence notwithstanding,  the 
data was taken.  Eric found that you had to elevate the radials, at 
the base of the 1/4 wave radiating element was  A FULL 3/8 WAVELENGTH 
ABOVE GROUND for the system to provide comparable field strengths in 
the far field.
That is a little higher than most of us would care to go.  ;-)
