The antenna in the article is a variation of the Crowfoot Antenna featured on
page 155 of War Dept Technical Manual 11-314 Antennas and Antenna Systems dated
30 Nov 1943.

The write up claims "Antennas of this type will work quite well, especially for
moderate distances at night, even though they are not capable of the type of
performance to be expected from a good vertical antenna."
