Topband: Brewster angle signal loss

Frozen earth conductivity is more toward an insulator than a resistive conductor. Recently an AM broadcaster said that daytime, ground wave, signals are stronger with frozen earth. On 160 meters my vertical array seems better at low angles.  Have there been any studies as to a reduction of Brewster angle losses due to frozen earth?.  Anyone notice a difference with deeply frozen earth?   73 Bruce-K1FZ
