Topband: Advice needed!

Friends!

I am QSL-manager for 9Q1EK with S9 noise in 
Kinshasa. Georges asked me:

   > Will the MFJ1026 or the ANC-4TW from 
   > Timewave help?  I never tested this kind 
   > of gadgets and no idea of the efficiency.

I am not familiar with these either...

Georges does NOT have interference from
other stations, it's some thunderstorms but
MOSTLY from the poor electrical system in 
the 8 million people city.

Please let me know, so that I can help 9Q1EK,
so far he managed a few JA's and USA-stns,
Europe isn't a big problem.
