There may be cheaters, but I haven't seen it. What I HAVE seen are guys who 
generate big signals with serious antenna systems. Google on K9DX, N6RO, 
K3LR, and W8JI to see examples. I've spent a fair number of hours at N6RO, 
and can attest that it's max legal power into serious antennas.
