I've had the same problem.  Placed an order more than a month ago, and no
luck with email or phone.

I asked BobN W5OV at Array Solutions if ICE was still in business -- he said
they are, and that the best time to reach them by phone is between 2100 and
2300Z.  I've tried a few times during that window and still had no luck
reaching them, though.

If you have any luck getting through, please let me know!
