The ARRL website has a lot of good information scattered about their
website. Maybe they are trying to sell their RFI Handbook (hence the
reason the info is scattered): There is an article on the ARRL website
you can send to the power company to help them understand the issues.

Most of my powerline noise does infact go away when its wet or humid
(>%70) outside and is extremely bad in low humidity. I had to harp my
local utility twice a month for six months. Then I called the CEO and
things started to happen from there.
