Perhaps it makes sense to prepare all of the W/VE/XE cards, 
bundle them and ship them to someone in the US who can put 
US postage ($0.44 US, $0.75 VE, $0.79 XE) and mail them.  

It might take a little longer to accumulate enough to justify 
the cost of a small package but it would avoid paying Bundespost 
or other postal service their obscene rates.
