Use a long concrete bit to get started. Put some boiling water down the 
hole and if the freeze line is beyond the length of the drill then use a 
torch to apply heat to the rod while driving it in.. It worked in 
Minnesota but fortunately in the Virgin Islands such extremes are not 
required.
