This link is my "how to" on identifying, finding, and killing RF noise. 
It includes input from an EMC professional who chased down solutions for 
grow lights. That work is probably 5 years old, so resources have likely 
changed.  It does, of course, require a friendly approach to the person 
doing the growing, and a non-judgemental attitude. But that's all part 
of being a good neighbor.
