I'd just go by the measured loss, not age. The condition of coax is a 
function of environment, including UV exposure, temperature and humidity
extremes, chemical environment (pH, acid rain, bug spray). The rule
of thumb is to measure loss and replace when it's 1dB above spec.
(Or any other number you prefer).
