Another possible solution, add a u-shaped portion to the top of the leg. 
Maybe a couple of 90 deg elbows of some type.  That would keep most rain
out and yet allow breathing capability to allow evaporation.  
Another thought, with some types of rohn top masts the holes are end capped
automatically so maybe an actual seal is not all that bad. 73 Jim KI7Y
