     A local PE who does amateur plans for me and others in his spare time
charges $250, a very reasonable fee. You need a PE stamp for your state and
most don't pursue reciprocity for other states (even though it's just a
paperwork exercise).

     The ARRL has Volunteer Civil Engineers at
http://www.arrl.org/field/regulations/. That's a really good place to start.
