My guess is that the 10M dipole is virtually invisible to the 20M
dipole but the 20M dipole is NOT invisible to the 10M dipole.
Any changes in coupling between the elements will affect 10M
much more than 20M.

If you put the two elements at 90 degrees to each other, there 
should be NO interaction, but of course their coverage is 
different.  TWO such antennas would give you nearly full
coverage of all directions on each band.
