[TowerTalk] water in hole

Pump it out! If you don't, the bottom concrete won't set properly and the
entire base will be compromised. When I had the truck pour my base, the
driver wouldn't  pour until the hole was dry. That was the only way he
could guarantee the holding power/hardness of the concrete.
