This does not sound like the TCI problem.
TCI is usualy ~3525 KHz, drifty.
Constant carrier, with FM voice modulation when phone is off-hook.
Harmonics to daylight, if you are close enough to the source.
In bad areas you will hear several to many of these.

Make sure its not those TCI cable modems.  Millions of them were installed
with frequencies inside the 80m band.

TCI was supposed to replace them with frequencies below 3.5 Mhz.
