Al,
The simple answer is no!
Not enough information has been presented to allow anyone to provide any
kind of meaningful answer. 

Your local regulations probably subscribe to some kind of defined design
standard, without that knowledge, any answer is likely to be completely
devoid of useful content.

You may want to find out the design standard that your local authorities
have chosen. You may even want to understand it (a saturday excursion to
the local library usually covers that). You should also include the
tower and antenna heights, and the local terrain exposures (according to
your local spec).

When you can really define the question, someone will likely offer a
useful response.
